The recent contacts are stored in the local names.nsf.

This is what you can try:
1. rename current names.nsf to namesOLD.nsf
2. wipe the notes.ini (not all of it keep following lines
[Notes]
KitType=1
Directory=c:\Program Files (x86)\IBM\Lotus\Notes\Data
InstallType=2
InstallMode=1
NotesProgram=C:\Program Files (x86)\IBM\Lotus\Notes\)
3. This will re-initialize your client and create an new addressbook
4. check if it works now
5. if it work copy is contacts, groups, locations documents, accounts,.... to the new neames.nsf file
